Milwaukee is poorer, more segregated, and more unaffordable than it was just 10 years ago, when Matthew Desmond’s “Evicted” was published. It can be frustrating. Problems are worse, not better. Streetlights don’t work, potholes are seemingly everywhere, and evictions are on the rise. What can we do about it?
